1. The XII Team World Olympiad for the blind and visually impaired chess players will be held in Tarragona, Spain, in the hotel Palas Pineda, whose address is the following one: Palas Pineda Hotel, Muntanyals No. 5, 43480 La Pineda (Vila-Seca), Tarragona, Spain.

2. According to the IBCA rules, each team will be formed by four players, one reserve, and one guide.

3. The Olympiad will be played by the Swiss system, at 9 rounds. The technical rules and the programme will be sent within a few weeks.

4. Dates of the Olympiad:

 

• 2^nd of November 2004: arrival date (with dinner).

   

- 13^th of November 2004: departure date (with breakfast). So, 11 pax in total.

On the 11^th of November, we will held the I.B.C.A. Congress and the election of the new executive board.

5. The price of the Palas Pineda hotel, 4 star category, is 35 Euros per person and day (accommodation and full board including water and wine). The individual room has got an extra per person and day of 12 Euros. This is the price for the 6 members of the team. If there are more people in the team, they will pay 40 Euros per person and day.

6. The I.B.C.A. member countries which have paid the annual fee of the current year and the years before can participate in this Olympiad.

7. Please, communicate before the 15^th of March 2004 if your country is going to take part in the Olympiad. You have to communicate this to the IBCA presidency and to the general secretary, Teresa Debowska.

Before the 15^th of June, we must know the number of persons who form your group.

Before the 15^th of September, all the countries must communicate the name and ELO of the players by order of strength (from 1 to 5).

Before the 15^th of October, you must communicate your arrival details (day, hour, and flight number) to the nearest airport, which is Barcelona.

If any country is coming by train or coach, please communicate the day and hour of your arrival at the train or coach station of Barcelona.

Please, state the concept "XII Olympiad" when you make the money transfer.

The dead line to make the money transfer will be the 15^th of October of 2004 (50% at least of the total of the inscription of all the participants).

9. If due to bank dificulties any country wishes to pay directly in Tarragona, please inform the I.B.C.A. in advance.

10. Please, inform us if any player is travelling with a guide dog, and if any of them requires special meals, such as vegetarian.

11. We remind you that according to our rules each member country must bring at least 2 adapted chessboards and pieces and 2 clocks.
